Dr. Musa Taha Ajlouni

Senior Health Systems Advisor

Professional Summary

Dr. Musa Taha Ajlouni is a senior public health and health systems expert whose career has combined military healthcare leadership, university teaching, and policy advice across the Eastern Mediterranean Region. He holds a PhD in Public Health and Hospital Management from Alexandria University, a Master of Public Health in Hospital Management from the American University of Beirut, a Master of Health Services Sciences in Health Planning from the University of Leeds, and a BSc in Business Administration from the University of Jordan.

He spent thirty years with the Royal Medical Services of the Jordan Armed Forces, retiring as Major General in 2003 from the post of Director of Planning and Development. There he built the RMS strategic and operational plans and steered its largest capital projects — the $40 million Children's Hospital at King Hussein Medical Centre, the $20 million expansion of Queen Alia Heart Institute, Princess Iman Medical Laboratories and the RMS health information system — negotiating for the service with the World Bank and the Islamic Development Bank. He was also the founding Dean of the Princess Muna Faculty for Nursing and Allied Health Professions.

He went on to teach hospital management for fifteen years at Applied Science Private University, Philadelphia University and Yarmouk University, supervising graduate research in health information, health planning, health insurance, health economics and healthcare administration. Since 2004 he has advised WHO/EMRO as a part-time consultant on health systems development: policy briefs on universal health coverage, Jordan's health system and human resources profiles, governance and performance assessments, and the strategic plans of the Ministry of Health and the High Health Council. He has also advised the Economic Modernization Vision team for the health sector at the Royal Court, restructured the Federal Ministry of Health in Sudan for WHO/EMRO, and assessed Jordan's health sector response to COVID-19 for the Economic and Social Council.

He is a founder member of the Jordanian Association for Hospital Administration, the Middle East and North Africa Health Policy Forum, the WHO Regional Health Systems Governance Collaborative and the Jordanian Public Health Forum, and chairs the Leadership and Planning Committee of the International Academy for Public Health. He has written three books on health management and health information systems, including a 530-page Arabic textbook on medical records management, and has published widely on health system governance, quality management, social determinants of health and integrity in the health sector.
